Our Firm's History

Sullivan & Lynch, P.C. was established in 1980 by James P. Sullivan and Herbert J. Lynch. Prior to entering private practice, both Attorneys were U.S. Customs Officers. James Sullivan’s 13 year career with Customs included positions as a Customs Inspector, Director of the Customs Patrol, and Fines, Penalties & Forfeitures Officer. For 10 plus years, Herbert J. Lynch was a Special Agent with the Office of Investigations.

In 1983, Thomas M. Miaskiewicz joined Sullivan & Lynch after serving for 5 years as an Import Specialist with the Customs Service in Boston.

Since 1980, Sullivan & Lynch has represented Importers, Exporters, individuals, Customs Brokers, Freight Forwarders and Customs Sureties throughout the United States before U.S. Customs and other Federal Agencies regulating International Trade. Although most matters are resolved administratively with the involved Federal Agency, when necessary, Sullivan & Lynch has litigated matters on behalf of our Clients before the U.S. Court of International Trade and the U.S. Court of Appeals for the Federal Circuit.
